Get the Mass Effect Decoder Outside the US

For anyone who cares you can download the Mass Effect decoder from Microsoft(even if you are not from the US). I don't know if they are planning to do anything with it but for now you can make messages like this:

Why do they not release "great" stuff like this in New Zealand, maybe its because we just don't care enough? I know I don't.
